Title 5 is a set of California regulations that prohibit discrimination and harassment in community college programs and activities. It provides a process for reporting, investigating, and resolving complaints involving protected characteristics.

The District is dedicated to cultivating a welcoming and inclusive environment where diversity is respected and equity is promoted. Every member of our community has the right to participate in District programs, services, and activities free from discrimination, harassment, and retaliation.

The District strictly prohibits unlawful discrimination and harassment in any educational program, service, or activity it operates, consistent with California Code of Regulations, Title 5, and other applicable state and federal laws. Title 5 complaints are addressed through District policies including BP/AR 3410, 3430, 3435.

Protected characteristics under Title 5 includes, but is not limited to:  

  • Race, ethnicity, national origin
  • Disability (physical or mental)
  • Religion
  • Gender identity/expression
  • Sexual orientation
  • Age, marital status, etc.

Process Overview:

  1. Submit a report through our secure form
  2. Office receives the report and initiates outreach
  3. Reporting party participates in an intake meeting
  4. Office conducts an initial review, categorizes the report, and determines applicable policy
    • If the report is categorized under workplace management, the Office may refer the matter to the appropriate administrator to handle directly, if needed.
  5. Option to pursue resolution
    • Informal resolution or
    • Formal investigation (if warranted)
  6. Investigation (if a formal process is chosen) 
  7. Findings and next steps
