Part-Time Faculty Health Insurance Reimbursement Program

The Rancho Santiago Community College District (RSCCD) offers a Part-Time Faculty Health Insurance Reimbursement Program for eligible faculty represented by the:
- Continuing Education Faculty Association (CEFA) – Article 11.12
- Faculty Association of Rancho Santiago Community College District (FARSCCD) – Article 5.7
This program provides eligible part-time faculty with a semester reimbursement toward the cost of individual health insurance premiums, as outlined in their respective Collective Bargaining Agreements (CBAs).
The California Part-Time Faculty Health Insurance Program, authorized by Education Code sections 87860 through 87868, provides state funding to community college districts to reimburse health insurance costs for eligible part-time faculty each semester.
RSCCD's reimbursement program provides a mechanism for part-time faculty to receive assistance towards the cost of a comprehensive medical plan for the part-time unit member and eligible dependents, aligning with the state program's objectives.
This program is open to all part-time faculty who:
- Work at least 40% or more of a comparable full-time contract in either the Fall or Spring semester. At RSCCD, this means teaching or working at least 6 LHE per semester, or an average of 14 hours per week for non-instructional positions. If a unit member has no load in a semester, they are not eligible for reimbursement for that semester.
- Work a cumulative 40% (12 LHE annually) across Fall and Spring. To qualify for a cumulative 40%, a unit member must work more than zero percent load in both fall and spring semesters.
- The employee’s Health Insurance Plan must be a comprehensive medical plan. The employee would not be eligible if they are covered under another employer’s group medical plan as an employee.
- Submitting required documentation and reimbursement claim form by the established deadline.
Part-Time Faculty are encouraged to review the applicable contract article for detailed eligibility criteria:
- CEFA Contract (Article 11.12)
- FARSCCD Contract (Article 5.7)
- Faculty must complete the Health Insurance Reimbursement Claim Form.
- Required documentation of premium payment and qualifying coverage must be submitted.
- Claims must be received by the posted deadline for the applicable semester.
- Approved reimbursements are processed through Fiscal Services.
- Fall Semester
- Covers premiums paid June 1 – November 30
- Submission deadline: November 15, by 5:00 p.m.
- Spring Semester
- Covers premiums paid December 1 – May 31
- Submission deadline: May 15, by 5:00 p.m.
Important Notes:
- Reimbursement amounts are capped at the negotiated semester maximum.
- Reimbursements are subject to available funding as outlined in the collective bargaining agreement.
- This program provides reimbursement for individual health insurance premiums only and does not constitute enrollment in a District-sponsored health plan.
